Ø O Presidente do Parlamento Nacional deu parabens para todas as Mulheres Timorensas por terem comemorado ontém, 3 de Novembro, o Dia Nacional das Mulheres. Solicitou aos Deputados/Bancadas para preencherem o quórum, ocupando as cadeiras que estão vazias, cumprindo o Regimento com a execução de substituições temporárias para que os Serviços Parlamentares possam ser válidas. Ele informou que às 10H30 o Parlamento Nacional de Timor-Leste teria uma visita oficial do Parlamento Australiano e disse que na reunião Parlamentar entre os Chefes das Bancadas e a Mesa na Sexta-Feira de 31 de Outubro de 2008, na Sala de Conferência, no edifício do PN, acharam um mecanismo positivo de redução de tempo para que todos os Deputados possam participar em eventuais políticas.
Ø Participaram nesta Sessão Plenária a Delegação do Parlamento Australiano composta pelas seguintes entidades: Sra. Senadora Michaelia Cash (Partido Liberal da Austrália), Sr. Deputado Kelvin Thomsom como Chefe da Delegação, (Partido Trabalhista da Austrália), Sra. Deputada Louise Markus como Chefe-Adjunta da Delegação (Partido Liberal da Austrália) e Sr. Deputado Brett Raguse (Partido Trabalhista da Austrália).
Ø Informações dos Senhores Deputados sobre as necessidades e problemas do povo de acordo com as informações que eles tomaram, principalmente sobre pensões dos veteranos, utilização das colunas de eletricidade pertencentes ao Governo pelas Empresas ilegalmente, falta de reconstruções aos edifícios de escolas estragadas, diferentes preços de combustíveis, não há funcionamento permanente da eletricidade na área de Santa Cruz e Quintal Bot (Dili), condições de outras escolas, atraso de concursos/tenders para construções ou reconconstruções de escolas e bolsas de estudos para os estudantes timorenses na República da Indonésia.
No período da Ordem do Dia foram abordados e realizados os assuntos seguintes:
Ø Continuação da discussão e votação na especialidade e em final global da Proposta de Lei n.o 13/II (“Revisão da Lei do Serviço Militar”).
Ø Estiveram presentes nesta reunião plenária o Secretário de Estado da Defesa, Sr. Dr. Júlio Tomás Pinto e seu Assessor como autores da Proposta de Lei n.o 13/II e eles foram convidados a tomarem lugares na Mesa.
Ø o Secretário de Estado da Defesa, Sr. Dr. Júlio Tomás Pinto explicou sobre os objetivos desta Proposta de Lei. O principal objetivo é melhorar os serviços de F-FDTL.
Ø O I Vice-Presidente, como Presidente da Mesa, informou aos Presidentes das Comissões que houve mudança de horário ao encontro com a Senadora e os Deputados da Delegação Parlamentar Australiana. Por isso o encontro vai ser realizado às 14H30 e não às 15H00 como foi previsto na programação.
Ø Discussão e votação sobre a Proposta de Alteração n.o 4 à Primeira Alteração da Lei do Serviço Militar. O resultado da votação foi 47 votos a favor, 0 contra e 0 abstenções. Esta Proposta de de Alteração passou. Os Deputados Proponentes foram a Sra. Deputada Ana Pessoa (FRETILIN) e o Sr. Deputado Duarte Nunes (CNRT).

Ø No começo o Presidente da Mesa informou que o Projeto de Resolução do Parlamento Nacional n.o 16/II (Orçamento do Parlamento Nacional) teve hoje uma pequena revisão. A sua elaboração foi feita pela Mesa e o Presidente da Comissão C. Vai ser discutida e votada em breve por todos. Ele informou ainda que este orçamento é igual ao anterior, mas, vai haver compra de veículo e uma mudança de perdiem dos Deputados para viagens ao estrangeiros. Quer dizer que não é perdiem de classe económica, mas, é perdiem de classe de Business.
Ø O Presidente informou que já teve contacto com o Governo para construir ou reconstruir os banheiros dos mercados municipais de Dili, nomeadamente, o Mercado de Comoro, o Mercado de Taibesse e o Mercado de Becora.
Ø O Presidente solicitou ao Secretariado do Parlamento Nacional para distribuir jornais do Jornal da República aos Deputados e fazer livros dos mesmos para serem distribuídos aos Deputados.
Ø O Presidente anunciou que vai haver Sessão Plenária Extraordinária na Quarta-Feira, 5 de Novembro de 2008, para debater sobre a Proposta de Resolução do Governo n.o 8/II (Adesão à Convenção da Organização das Nações Unidas Contra a Corrupção).
Ø Discussão e votação sobre a Proposta ... do Sr. Deputado Manuel Tilman (KOTA) sobre Orçamento de Seguro. O resultado da votação foi 12 votos a favor, 20 contra e 11 abstenções. Esta Proposta não passou.
