A Sessão Plenária de hoje foi presidida pelo I Vice-Presidente do Parlamento Nacional Sr. Deputado Vicente da Silva Guterres (CNRT), coadjuvado pela II Vice-Presidente do Parlamento Nacional Sra. Deputada Maria Paixão da Costa (PSD), I Vice-Secretária da Mesa Sra. Deputada Maria da Costa Exposto (PSD) e II Vice-Secretária da Mesa Sra. Deputada Teresa Maria de Carvalho (PD).
O I Vice-Presidente do Parlamento Nacional informou que o Senhor Presidente do Parlamento Nacional não pudesse participar nesta Sessão Plenária por motivo de visita a Gariuai-Baucau com finalidade de inaugurar o Hydroeléctrico de Gariuai no Distrito de Baucau.
A Bancada Parlamentar da FRETILIN fez intervenção sobre a agenda da reunião em curso. Ela perguntou à Mesa por que é que o relatório de CAVR e KVA não foram incluídos no Período da Ordem do Dia da agenda de hoje. Por esta razão o Presidente da Mesa deu um intervalo de 15 minutos para que as Bancadas Parlamentares pudessem consultar entre si sobre este requerimento da Bancada Parlamentar da FRETILIN e foi necessário realizar uma votação sobre o requerimento.
Após o intervalo o Presidente da Mesa deu tempos para intervenções dos Chefes das Bancadas.
O Chefe da Bancada Parlamentar do PPT, na sua intevenção, solicitou a decisão por maioria absoluta.
O Chefe da Bancada Parlamentar do UNDERTIM disse que a agenda em curso estava clara. Não era contra a justiça. Na próxima Reunião Plenária os relatórios de CAVR e KVR poderão ser agendados.
Mas a Bancada Parlamentar da FRETILIN disse que o assunto em discussão é um assunto nacional muito importante.
A Bancada Parlamentar do PD concordou para debate-lo na próxima agenda porque isso precisava de consultas entre os quatro órgãos de soberania.
A CNRT tem comprometido de forma sensível para que os relatórios de CAVR/KVR possam ser agendados na próxima Sessão Plenária.
A Chefe da Bancada Parlamentar PUN deu importância à justiça e concordou com a ideia da Bancada Parlamentar da FRETILIN, pedindo a inclusão do assunto em discussão na agenda n.o 151/II, agenda de hoje.
O Chefe da Bancada Parlamentar PSD sempre defendeu a justiça no meio do povo, mas, declarou que ainda não teve conhecimento claro sobre o relatório de CAVR/KVR a fim de discutí-lo hoje e desejou realizar uma Reunião Plenária Extraordinaria para debater sobre o relatório de CAVR/KVR.
A Bancada Parlamentar ASDT pensou que a discussão sobre CAVR/KVR fosse uma coisa muito sensível complicada. Ela pediu para que se pusessem nas próximas agendas.
O resulatado da votação foi 17 votos a favor, 29 contra e 2 abstenções.
A agenda n.o 151/II não foi alterada.
No período de Antes da Ordem do Dia foram realizadas as informações seguintes:
- Informação sobre justificação de faltas do Senhor Deputado Natalino dos Santos (CNRT). De acordo com esta informação, ele requisitou à Mesa para considerar justificadas as faltas dadas ao Plenário e às Comissões que lhe pertençam, nos dias 23 a 31 de Outubro de 2008, por motivo de luto, o que faz nos termos e para os efeitos previstos nos artigos 8.o, n.os 1, alínea b), 2 e 3, e 5.o, n.o 2, da Lei n.o 5/2004, de 5 de Maio (Estatuto dos Deputados), e 11.o, n.o 1, alínea e), do Regimento do Parlamento Nacional (publicado no Jornal da República, Série I, n.o 2, de 11 de Junho de 2003).
- Declaração Política da Bancada Parlamentar da FRETILIN sobre a resposta escrita sobre a eletricidade e fornecimento de combustíveis a EDTL pela Companhia Poulaca como Única Fonte que teve audiência pública com a Comissão G do PN juntamente com o Secretário de Estado para Eletricidade, Água e Urbanização, Sr. Januário da Costa Pereira e a Companhia Manitoba.
- A declaração política da Bancada Parlamentar do PD foi adiada por si para a próxima agenda.
- Declaração Política da Bancada Parlamentar do PPT sobre o Segredo do Estado.
- Informações dos Deputados sobre as necessidades e problemas do povo de acordo com as informações que eles tomaram, principalmente sobre a eletricidade, o problema de levantamento no Subdistrito de Alas, abuso de poder utilizando armas de PNTL em caça de veados no Distrito de Same pelas entidades da Secretaria de Estado de Comércio e Indústria, problema de estrada nos Distritos Aileu e Manatuto, problema de educação no Subdistrito de Ilomar Distrito Suai, problema de dualisme de diretor de escola no Subdistrito de Ilomar, problema de preço de arroz mais alto pelo Governo no Distrito de Suai, problema da ponte de Zumalai que poderá desligar as comunicações de vias terrestres entre Suai e a Capital Dili quando vier a chuva, problema de Veteranos e Antigos Combatentes no Distrito de Baucau pedindo revisão sobre a Lei dos Veteranos, problema de suspensão na Instituição da PNTL e problema de fornecimento de combustíveis pela Companhia Poulaca.
No período da Ordem do Dia foi abordado o único assunto:
“Discussão e votação, na generalidade e especialidade, da Proposta de Lei n.o 11/II (“Proteção de Testemunhas”).”
Este assunto não foi realizado.
O Presidente da Mesa informou que a Mesa tinha recebido informação da Presidente da Comissão A Sra. Deputada Fernanda Borges (PUN) que a Comissão ainda não aprovou a Proposta de Lei n.o 11/II por motivo de quórum e por isso o relatório parecer também ainda não foi concluído.
O Presidente da Mesa solicitou à Comissão A para apresentar a aprovação da Proposta de Lei n.o 11/II (“Proteção de Testemunhas”) e o seu relatório parecer na Sessão Plenária Extraordinária da Quinta-Feira de 13 de Novembro de 2008.
Finalmente foi encerrada a Sessão Plenária de hoje pelo Presidente da Mesa
notificando sobre a Sessão Plenária Extraordinária da Quarta-Feira, de 11 de Novembro de 2008.
