COUNCIL OF MINISTERS' MEETING ON 7TH JANUARY 2009
The Council of Ministers held a meeting on Wednesday, 7th January 2009 at its meeting room, in Government Palace and has endorsed:
1 - Convention on Statute of Stateless
The Convention on Statute of Stateless, of 1954, establishes a legal statute for the persons who do not have nationality, wishing secure them the fundamental rights and the prohibition of discrimination. In short, this Convention recognizes the legal figure of stateless.
2 - Convention on reduction of Stateless' cases
The Convention on Reduction of Stateless' cases, of 1961, presents legal framework in which the signatory states will adopt it in order to reduce this situations. This Convention is done due to the inexistence of one legal regime for the stateless.
3 - Draft law on International Treaties
Taking into account that the degree of relevance given to the international relationships as the extremely important necessity of international procedures for the celebration of treaties, as long as the fundamental legal framework is being established amongst the subjects of International Rights. The present Law regulates the process of conclusion of International Treaties in which the State of Timor-Leste is part of.
4 - Agreement on Establishment of Privileges and immunities of Delegation of Commission of European Communities
This agreement defines the terms of establishment, throughout Timor-Leste, of a Delegation of Commission of European Communities and its privileges and immunities. Thus, they fortify and consolidate their relations of friendship between the European Communities and Republic of Timor-Leste.
5 - Draft Law on the use of Red Cross Emblem
The present law aims at regularizing the protection over the Red Cross emblem, comprising this, the Red Cross, the Red Crescent, and the Red Crystal, likewise the protection over the designation "Red Cross", "Red Crescent" and "Red Crystal". It has also the purpose of protecting the distinctive symbols that identify the medical units and transports. With regard to the endorsement of this diploma, it intends the fulfillment of the Geneva Convention and its additional protocols, as well as the fulfillment of regulations on the Use of Emblem of Red Cross or Red Crescent by the National Societies. By doing this, it implements the Decree-Law 6/2005, of 14th September 2005, that recognizes the Red Cross of Timor-Leste.

6 - Proposal of alteration of EDTL's tariffs
The Government has debated the possible alteration of the tariffs for the electrical power and other utilizations and complementary services for the consumers who deal with the public net of energy distribution.

O Conselho de Ministros reuniu-se esta Quarta-feira, 7 de Janeiro de 2009, na Sala de Reuniões do Conselho de Ministros, no Palácio do Governo, em Díli, e aprovou:
1 - Convenção do Estatuto dos Apátridas
A Convenção sobre o Estatuto dos Apátridas, de 1954, estabelece um estatuto legal para as pessoas apátridas, pretendendo assegurar-lhes os direitos fundamentais e a proibição da discriminação. Em suma, esta Convenção reconhece a figura legal dos Apátridas.
2 - Convenção para a Redução dos Casos dos Apátridas
A Convenção para a Redução dos Casos dos Apátridas, de 1961, apresenta quadros legais que os estados signatários poderão adoptar para reduzirem estas situações. Esta Convenção justifica-se pela inexistência de um regime jurídico para os Apátridas.
3 - Proposta de Lei sobre os Tratados Internacionais
Tendo em conta o grau de relevância atribuído às relações internacionais, é de extrema importância precisarem-se os procedimentos internacionais para a celebração dos tratados, enquanto quadros normativos fundamentais estabelecidos entre os sujeitos do Direito Internacional. A presente Lei regula o processo de conclusão dos Tratados Internacionais de que o Estado Timorense faça parte.
4 - Acordo sobre o Estabelecimento de Privilégios e Imunidades da Delegação da Comissão das Comunidades Europeias
Este Acordo define os termos do estabelecimento, em território de Timor-Leste, de uma Delegação da Comissão das Comunidades Europeias e dos seus privilégios e imunidades. Assim, fortalecem-se e consolidam-se as relações de amizade existentes entre as Comunidades Europeias e a República Democrática de Timor-Leste.
5 - Proposta de Lei sobre o uso do Emblema da Cruz Vermelha
A presente Lei visa regulamentar a protecção do emblema da Cruz Vermelha compreendendo este a Cruz Vermelha, o Crescente Vermelho e o Cristal Vermelho, bem como a protecção da designação "Cruz Vermelha", "Crescente Vermelho" e "Cristal Vermelho". Tem também como objectivo proteger os símbolos distintivos que identificam as unidades médicas e os transportes.
Com a aprovação deste diploma pretende-se o cumprimento das Convenções de Genebra e dos seus protocolos adicionais, assim como o cumprimento dos Regulamentos sobre o Uso do Emblema da Cruz Vermelha ou do Crescente Vermelho pelas Sociedades Nacionais. Desta forma implementa-se o Decreto-Lei 6/2005, de 14 de Setembro de 2005, que reconhece a Cruz Vermelha de Timor-Leste.
O Conselho de Ministros analisou ainda:
6 - Proposta de alteração do tarifário da EDTL
O Governo discutiu a possível alteração dos tarifários para a energia eléctrica e outras utilizações e serviços complementares para os consumidores ligados à rede pública de distribuição de energia.
