Council of Ministers meeting on June 6th, 2017

The Council of Ministers met this Tuesday, at the Government Palace, in Díli, and approved the Regulation for Teaching and Non-Teaching staff in Educational Establishments, presented by the Ministry of Education. This measure aims to promote a healthy and safe school environment by strengthening disciplinary action applicable to staff and ensuring the effective monitoring of compliance. The diploma regulates the disciplinary action to be taken in cases of the violation of professional duties by Teaching and Non-Teaching staff in educational establishments. It is guided by measures relevant to child protection, making these teaching establishments more efficient, autonomous and safe.

The Council of Ministers also approved a proposal of alteration of Decree-Law no. 42/2008, of 26th November (which established the Timor-Leste Radio and Television as a Public Company), presented by the Secretary of State for Social Communication, jointly with the Board of Directors of RTTL. This alteration clarifies and redefines the entities that hold executive power and the rules related to the extension of financial and asset autonomy of the company.

Two proposals from the Ministry of Tourism, Arts and Culture were approved. The first one is the Legal Framework for Cultural Heritage, which creates and defines the indispensable conditions for inventory, management, protection and valuation of the Timor-Leste cultural heritage, be it immovable, movable or immaterial. The second proposal was for the Academy for Cultural Art and Creative Industries in Timor-Leste, as well as its respective statutes.

The Decree-Law that establishes the national mining company Murak-Rai Timor has been reviewed and approved, after taking into account the recommendation of the President of the Republic to bring it into line with the General Procurement Regime.

The Council of Ministers also approved two other diplomas, presented by the Secretariat of State for the Support and Socio-Economic Promotion of Women. One creates the Interministerial Commission for Coordination of Implementation and Monitoring of the National Action Plan Against Gender-based Violence 2017-2021, recently approved by the Council of Ministers, which will soon be presented to the public. The other creates the Interministerial Working Group for Gender, the National Gender Working Groups and the Municipal Gender Working Groups. This diploma adapts the working groups created in 2011 to the new administrative reality, derived from the process of deconcentration of competencies to the municipalities.

The Council of Ministers authorized the Minister of Finance to sign an Agreement with the World Bank to finance the rehabilitation and improvement project of the Laulara-Solerama road section, integrated within the Climate Change Resistant Road Project of Díli - Ainaro.

The new Draft Road Code was also analysed. This measure, proposed by the Ministry of the Interior, has the objective of updating the Code that has been in effect since 2003. The project reforms behavioural rules on the road, considering the evolution of traffic conditions in recent years. It will be presented again to the Council of Ministers after a specialized revision, to be conducted by the Ministries of Interior and of Public Works, Transport and Communications. ENDS etljb
