EXTRAORDINARY MEETING OF THE COUNCIL OF MINISTERS ON 23 MAY 2009
The Council of Ministers held a meeting on Wednesday, 23rd May 2009, in its room in the Government Building, Dili where it approved:
The fiscal envelope with the aim of preparing the State General Budget for 2010. In order to prepare the preparation of the budget, the Council of Ministers also approved the budget submissions proposal schedule for the category of development capital, as well as the dates for the meeting with the Development Partners and for the presentation of the budget drafts of all the Ministries.
Still on the budget preparation, the Government also approved the national priorities for the next year:
- Infra-structures (water supply and roads);
- Food Security;
- Human Resources Training;
- Access to Justice;
- Social Services and Administrative Decentralization;
- Good Governance;
- Public Security.
The overarching goal of these priorities is to ensure the stability of Timor-Leste.

Why there is no priority for combating corruption?
I think it includes the item 6: good governance, hope this is time of combating corruption seriously...
Well it has to be clearly stated in single point, if the government takes this as a serious issue. Good governance is very broad and any serious issues like corruptiopn cannot include in this point or otherwise it will be forgotten. As a result, corruption goes on.....
