THE COUNCIL OF MINISTERS' MEETING ON 4 TH OF FEBRUARY 2009
The Council of Ministers held a meeting on Wednesday, 4Th of February 2009, in its room in the Government Building, Dili and approved:
1 - Decree-Law that approves the Organic of the Ministry of Finance Based on a policy of human and economic development, and poverty reduction, the Government considers that a transparent, rigorous management is fundamental in the area of public accounts. Only in this way can their sustainability be maintained and a competitive economy be ensured.
Thus, it is important to endow the Ministry of Finance with an organisational structure that is based on the services that work in the area of public finance.
This Decree-Law defines the structure of the Ministry as well as the competencies and attributions of each of its services.
2 - Decree-Law that approves the Regime of the Public Transfers. It is the State's role to promote social and economic welfare and also to updhold quality living standards for the population, specially the ones in greater need. This should be integrated in a sustained
development strategy and should improve the social and economic cohesion. We aim to have a balanced growth across all sectors simultaneously reducing economic and social differences.
So, the State's financial support to the public and non-public sectors is an important tool to finance entities that provide services that are of general interest and to pay pensions. It should be noted that these measures aim to develop and to achieve social stabilisation so as to better achieve the targets set out within the scope of promoting and fostering economic, social and cultural activities as defined in the Government's programme.
3 - Draft-Law regarding Community Leaders and their Election process The last elections at a community level in Timor-Leste, to choose the Suco Chiefs and Suco Councils took place in 2004 and 2005. In a time where new elections are coming, it is necessary to define the scope of these structures. We also take this opportunity, based on a better election process experience, to make some changes that aim to improve the election process, thus guaranteeing the democratic rotation of the aforementioned structures.
The Council of Ministers also analysed the:
4 - National Policy for the Media The Programme of the IV Constitutional Government defends the right to information, both of the liberty to inform and to the liberty of be informed. It envisages a free and independent social communication (regarding economic and political powers) and wide-ranging without never compromising quality, professionalism, responsibility and rigour.
Thus, the Nationl Policy for the Media mirrors a set of actions, that is being taken by this Government, through which it aims to develop media bodies that distinguish themselves through their exemption and independence. That are able to obtain and disseminate information
throughout all districts of the country, with qualified and ethically aware staff so as to uphold the national identity and culture when talking to the population.

Reunião do Conselho de Ministros de 4 de Fevereiro de 2009
O Conselho de Ministros reuniu-se esta Quarta-feira, 4 de Fevereiro de 2009, na Sala de Reuniões do Conselho de Ministros, no Palácio do Governo, em Díli, e aprovou:
1. Decreto-Lei que aprova a Orgânica do Ministério das Finanças
Baseado numa política de desenvolvimento económico, humano e de redução de pobreza, o Governo considera que uma gestão com transparência, rigor e verdade é fundamental no domínio das contas públicas como forma de, a longo prazo, garantir a sustentabilidade das mesmas e assegurar uma economia competitiva.
Desta forma, é importante estabelecer o Ministério das Finanças como uma estrutura organizacional assente nos serviços que actuam no domínio das finanças públicas.
Assim sendo este Decreto-Lei define a estrutura do Ministério bem como as competências e atribuições de cada um dos seus serviços.
2. Decreto-Lei que aprova o Regime das Subvenções Públicas
Ao Estado compete a promoção do bem-estar social e económico e da qualidade de vida da população, sobretudo da mais desfavorecida, integrando-se numa estratégia de desenvolvimento sustentável e na melhoria da coesão económica e social. Pretende-se o desenvolvimento através de um crescimento equilibrado de todos os sectores ao mesmo tempo que se reduzem as diferenças económicas, regionais e sociais existentes.
Desta forma, este apoio financeiro por parte do Estado ao sector público e não público, é um importante instrumento de financiamento às entidades que prestam serviços de interesse geral e no pagamento de pensões. Reitere-se que estas medidas têm em vista o progresso e estabilização social de forma a atingir os resultados desejados no âmbito das políticas de promoção e fomento de actividades económicas, culturais e sociais em áreas prioritárias definidas no programa do Governo.
3. Proposta de Lei sobre Lideranças Comunitárias e a sua Eleição
As últimas eleições das estruturas de liderança comunitária em Timor-Leste, escolha dos Chefes de Suco e Conselhos de Suco, deram-se em 2004 e 2005. Numa altura em que se aproximam novas eleições, é necessário estabelecer melhor a definição e os limites de actuação destas estruturas. Aproveita-se também a oportunidade para, já com base numa maior experiência na administração do processo eleitoral, se efectuarem mudanças que visam aperfeiçoar o processo eleitoral, garantindo a rotatividade democrática das estruturas citadas.
O Conselho de Ministros analisou ainda:
4. Política Nacional para a Comunicação Social
O Programa do IV Governo Constitucional defende o direito à informação, quer pela liberdade de informar quer pela liberdade de ser informado. Preconiza uma comunicação social livre, independente (face ao poder económico e político) e pluralista sem nunca descorar a qualidade, o profissionalismo, a responsabilidade e o rigor.
Assim sendo, a Política Nacional para a Comunicação Social (PNCS) espelha um conjunto de acções, a praticar por este Governo, nas quais se pretende o desenvolvimento de um conjunto de órgãos de comunicação social que se distingam pela isenção e independência. Que sejam capazes de obter e disseminar informação em todos os distritos do país, com profissionais qualificados e eticamente responsáveis de forma a defender a identidade e cultura nacionais ao mesmo tempo que aproximam as populações.
