Today’s Plenary Session was presided over by the President of the National Parliament Mr. Deputy Fernando Lasama de Araújo (PD), aided by the First Vice-President of the National Parliament Mr. Deputy Vicente da Silva Guterres (CNRT), Second Vice-President Ms. Deputy Maria Paixão (PSD), Secretary of the Board Ms. Deputy Maria Terezinha Viegas (CNRT), First Vice-Secretary Ms. Deputy Maria da Costa Exposto (PSD), and Second Vice-Secretary Ms. Deputy Teresa Maria de Carvalho (PD).
The President said that the public could follow the discussions by the broadcasts of TVTL and RTL and stated that on the tables of the deputies were four documents: one document on the Budget of the National Parliament, one on the Proposal of the General Budget of the State for 2009, one Survey Card of the FEE of the Government and one memo from Deloite.
The President stated that the National Parliament had already, with the rest of the Budget of the National Parliament for 2008 set aside $1.002 million to be returned to the national bank. This signifies that the policy of saving was accomplished by the National Parliament.
Present were the Prime Minister Mr. Xanana Kayrala Gusmão, Members of the IV Constitutional Government, former President of the National Parliament Mr. Francisco Guterres “Lu Olo” and former Prime Minister Dr. Mari Alkatiri.
No subjects were discussed in the Period Before the Order of the Day.
In the Period of the Order of the Day, only one issue was dealt with:
Discussion and general voting on the Proposed Law #16/II (“General Budget of the State of the Democratic Republic of Timor-Leste for 2009”).
This matter was discussed along the following lines:
In an interjection, the Prime Minister said that this 2009 Budget was one which permits fundamental decision making on basic infrastructural development in all development sectors. This has the advantage of allowing regional development policies to be implemented to reduce poverty in rural areas and to distribute resources in an equitable manner across regions.
This budget invests in human resources development policies and other priorities of development.
After the President of the Session called on the President of Commission C, Deputy Dr. Manuel Tilman (KOTA) and the Spokesman Mr. Deputy José Manuel Carrascalão (ASDT) to present the results of the studies of the General Budget of the State for 2009 that they had undertaken in Com-Lopsalos three weeks prior with the participation of the Board of the National Parliament, the Special Permanent Commissions, Parliamentary Chairs, the Ministry of Finance and donors such as the World Bank, ASEAN Development Bank, International Finance Cooperation, AUSAID, and USAID. In addition to this, Commission C visited the Port of Dili, the warehouse of the Ministry of Commerce, Tourism and Industry, and the Star King store in order to see the rice that is circulating in Timor-Leste and recommended the following to the IV Constitutional Government:
Recommendations of the Commission on Economy, Finances, and Anti-Corruption (Commission C)
Commission C determined that the sustainable expenses estimated for 2009 will be $498.9 million, with domestic revenues providing $91.1 million and $407.8 million from the Petroleum Fund. After taking into account the remaining money in the treasury from the end of 2008, Commission C determined that the money budgeted for 2009, realistically, can be $511.4 million, with sources of revenue as follows:
Domestic revenues $ 91.1 million
Transfers from Petroleum Fund $ 407.8 million
Reserve of money currently in the Treasury $ 12.5 million
The President of the National Parliament asked the Prime Minister to accept the recommendations given by Commission C on the General Budget of the State for 2009.
After, the Deputies expressed their suggestions or questions to the IV Constitutional Government about the General Budget of the State for 2009.
Suggestions of the Deputies:
--The budget that the Government of the Majority Parliamentary Alliance (MPA) was preparing could more greatly reduce poverty, the distributed money will not remain in Timor-Leste, since many products come from abroad (many imports made).
--There are more contracted civil servants than permanent ones. The government needs to resolve this problem and make its recruiting more efficient.
--A government has the mission to reduce poverty, and so it needs to continue to focus on that issue.
--The planning needs to define the desired goal so that a good result may be obtained.
--The government had many successes in 2008 with many things. The deputies would like the government to continue carrying out established programs.
--The result of the execution of the budget was unsatisfactory to the deputies.
--According to the deputies, this Plan for the General Budget of the State for 2009 is also fixed.
--This budget also elevates the Organs of Sovereignty, the members of the Government and the deputies, but up until now, the government does not have a plan to reward veterans.
After an intermission/lunch, the Prime Minister and the Minister of Finance responded to the questions and doubts of the deputies.
According to the Prime Minister, we as an importing country cannot think that we can export everything tomorrow and the money that exists in Timor-Leste does not belong to anyone, but instead is Timor-Leste’s.
On the issue of civil servants, the Prime Minister said it was calculated during the time of UNTAET that a total of 12,000 civil servants were less than competent in goods and services, and on the money promised to them, he said that it had been allocated according to the legal base of the Regulations of the UNTAET. But civil servants need increases agreement with the set of jobs covered by the Law of Public Function. According to him, the government of the MPA already raised the value of veterans with the Law approved by the National Parliament.
The Plenary Session of today was closed by the President of the National Parliament Mr. Deputy Fernando Lasama de Araújo (PD), noting that the same subject will be discussed in the Extraordinary Plenary Session of 15 January 2009 at 9:00 AM.

A Sessão Plenária de hoje foi presidida pelo Presidente do Parlamento Nacional Sr. Deputado Fernando Lasama de Araújo (PD) coadjuvado pelo I0 Vice-Presidente do Parlamento Nacional Sr. Deputado Vicente da Silva Guterres (CNRT), 2a Vice-Presidente Sra. Deputada Maria Paixão (PSD), Secretária da Mesa Sra. Deputada Maria Terezinha Viegas (CNRT), 1a Vice-Secretária Sra. Dep. Maria da Costa Exposto (PSD) e 2a Vice-Secretária Sra. Deputada Teresa Maria de Carvalho (PD).
O Presidente disse que o público pode acompanhar as discussões através da transmissão direta de TVTL e RTL e informou que em cima das mesas dos Senhores Deputados estão 4 documentos: 1 documento sobre o Orçamento do Parlamento Nacional, 1 sobre a Proposta do Orçamento Geral do Estado para 2009, 1 Carta de Levantamento de FEE do Governo e 1 relatório de Deloite.
O Presidente informou ainda que o Parlamento Nacional tem contado, como resto do Orçamento do Parlamento Nacional para 2008, um montante de $1.002 milhões para ser devolvido à caixa nacional. Isto significa que a política de poupança foi realizada pelo Parlamento Nacional.
Estiveram presentes o Primeiro-Ministro Sr. Xanana Kayrala Gusmão, Membros do IV Governo Constitucional, Ex-Presidente do Parlamento Nacional Sr. Francisco Guterres “Lu Olo” e Ex Primeiro-Ministro Sr. Dr. Mari Alkatiri.

No Período da Orden do Dia foi abordado o único assunto:
Discussão e votação na generalidade da Proposta de Lei N.o 16/II (“Orçamento Geral do Estado da República Democrática de Timor-Leste para 2009”).
Este assunto foi realizado conforme as infomações seguintes:
Ø Em intervenção, o Primeiro-Ministro disse que este Orçamento de 2009 era como um orçamento que possibilite tomadas de decisões fundamentais sobre o desenvolvimento de Infra-Estruturas básicas em todos os setores de desenvolvimento. Este tem a vantagem da implementação da política do desenvolvimento regional para reduzir a pobreza nas áreas rurais e distribuição de recursos nos termos do equilíbrio regional.
Ø Este orçamento investe em políticas de desenvolvimento de recursos humanos e outras prioridades de desenvolvimento.
Depois o Presidente da Sessão convidou o Presidente da Comissão C Sr. Deputado Dr. Manuel Tilman (KOTA) e o Relator Sr. Deputado José Manuel Carrascalão (ASDT) para apresentarem os resultados dos estudos sobre o Orçamento Geral do Estado para 2009 que tinham feito em Com – Lospalos três semanas atrás com a participação da Mesa do Parlamento Nacional, as Cmissões Especializadas Permanentes, Bancadas Parlamentares, Ministério das Finanças e doadores como o Banco Mundial, Asean Development Bank, International Finance Cooperation, AUSAID e USAID. Além disso a Comissão C fez visitas ao Porto de Dili, ao Armazém do Ministério do Comércio, Turismo e Indústria e a Loja do Star King para ver o arroz que circulou em Timor-Leste e recomendou ao IV Governo Constitucional como segue:
Recomendações da Comissão de Economia, Finanças e Anti-Corrupção (Comissão C)
A Comissão C determinou que a despesa sustentável estimada para 2009 será de $498.9 milhões, sendo que $91.1 milhões provêm de receitas domésticas e $407.8 milhões do Fundo Petrolífero. Depois de ter em conta o restante dinheiro na conta do Tesouro até finais de 2008, a Comissão C determinou que o orçamento a dinheiro, para 2009, executável de forma realista, poderá ser de $511.4 milhões, com fontes de receitas, como segue:
Receitas domésticas
$ 91.1 milhões
Transferência do Fundo Petrolífero
$ 407.8 milhões
Reserva de dinheiro existentes no
Tesouro
$ 12.5 milhões
O Presidente do Parlamento Nacional solicitou ao Primeiro-Ministro para aceitar as recomendações dadas pela Comissão C em nome do Parlamento Nacional.
Depois os Deputados expressaram as suas intervenções ou perguntas ao IV Governo Constitucional sobre o OGE para 2009.

After, the Deputies expressed their suggestions or questions to the IV Constitutional Government about the General Budget of the State for 2009.
Intervenções dos Deputados:
Ø O orçamento que o Governo da Aliança da Maioria Parlamentar (AMP) esteja preparando pode reduzir a pobreza mas, o dinheiro distribuído não vai circular em Timor-Leste por que muitos produtos vieram dos estrangeiros (muitas importções feitas).
Ø Existem mais funcionários contratados do que funcionários permanentes. O Governo tem de resolver este problema e como está a eficiência do recrutamento.
Ø Um Governo tem a missão de reduzir a pobreza e por isso ele tem de continuar com este assunto.
Ø O planeamento deve definir a meta desejada para que possa obter bom resultado.
Ø O Governo tem realizado com sucesso muitas coisas em 2008. Os Deputados desejavam que ele continuasse a realizar os Programas estabelecidos.
Ø O resultado da execução orçamental não satistaz os Deputados.
Ø Segundo os Deputados, este Plano do Orçamento Geral do Estado para 2009 é mesmo concreto.
Ø Este orçamento eleva os Órgãos de Soberania, os Membros do Governo e os Deputados, mas até agora o Governo não tinha plano para valorizar os veteranos.
Depois do intervalo/jantar, o Primeiro Ministro e a Ministra das Finanças responderam as perguntas e dúvidas dos Deputados.
Segundo o Primeiro Ministro, nós como país importador não podemos pensar que nós podemos exportar tudo amanhã e o dinheiro que existe em Timor-Leste não pertence a uma pessoa, mas é de Timor-Leste.
Sobre os funcionários, o PM disse que foi calculado no tempo da UNTAET um total de 12 000 funcionários debaixo do componente de bens e serviços, e sobre o dinheiro determinado aos titulares, ele disse que foi alocado de acordo com a base legal do Regulamento da UNTAET. Mas os funcionários têm de ter aumento de acordo com o regime das carreiras da Lei da Função Pública. Segundo ele, que o Governo AMP já valorizou os veteranos de acordo com a Lei aprovada pelo Parlamento Nacional.
A Sessão Plenária de hoje foi encerrada pelo Presidente do Parlamento Nacional Sr. Deputado Fernando Lasama de Araújo (PD), notificando que será discutido o mesmo assuto na Sessão Plenária Extraordinária de Quinta-Feira de 15 de Janeiro de 2009 às 09H00.
