Abstract
A UN supported review of the security sector is currently underway in Timor-Leste. If all goes well this will define the roles and responsibilities of all related agencies and identify any gaps in civil control, accountability, legislation, and executive control and coordination mechanisms that need to be closed. However, given the fragility of Timor-Leste politics, what challenges might the F-FDTL pose to the successful conclusion of that process?

Robert Lowry is a former Australian Army officer and was Adviser to the East Timor Government on National Security in 2002-2003. He is author of The Armed Forces of Indonesia (1996), Fortress Fiji (2006) and other monographs, book chapters and articles on Indonesian and East Timorese security matters.

Mr Lowry's lecture is presented by the Faculty of Asian Studies Southeast Asia group and is delivered in conjunction with the Faculty’s 2009 Future of East Timor program.
