O Presidente da República de Timor-Leste congratulou-se com o sucesso da acção e medidas implementadas pelo Governo durante o ano transacto: o IV Governo da RDTL conseguiu, em apenas ano e meio, resolver os problemas relacionados com os deslocados internos (IDPs), com os peticionários e ainda, com a atribuição das pensões aos antigos combatentes da libertação nacional, aos idosos e a outros segmentos vulneráveis da população. Ramos-Horta procedeu a este balanço do desempenho do Governo em 2008, numa sessão de boas festas oferecida pelo Governo, em Farol, no dia 18 de Dezembro (2008), tal como referem os jornais diários Timor Post (20/12/2008), STL e Jornal Diário (22/12/2008).

José Ramos-Horta sublinhou que “o Governo de Xanana conseguiu resolver problemas herdados do Governo anterior, como por exemplo, a questão dos peticionários e dos deslocados internos”. Perante a comitiva do IV Governo Constitucional, liderado pelo PM Kay Rala Xanana Gusmão e acompanhado pelo VPM, José Luís Guterres, e restantes membros do Governo, José Ramos-Horta, relembrou as suas incursões ao interior do país e o encontro de um Povo confiante perante as instituições do estado, um Povo que vive num clima da confiança. Em suma, foi recuperada a confiança das populações nas instituições do Estado, e vice-versa. Na perspectiva de JRH: “tal não aconteceu por acaso” e constitui “o reflexo das reformas bem-sucedidas deste IV Governo”, reafirmou.

Decorrente dos seus encontros com a população do interior de Timor-Leste, o Presidente da República constatou, com agrado, um sentimento generalizado de bem-estar relativamente às políticas implementadas pelo Governo de onde se destacam, neste contexto, a política da agricultura e das políticas sociais.
