Agenda 145/II Extraordinary Plenary Meeting of Thursday, 23 October 2008
A special plenary session today was presided by President of National Parliament, Sr Fernando Lasama de Araujo assisted by Secretary of the Bureau Sra. Deputada . Maria Terezinha Viegas, I Deputy Secretary of the Bureau Sra. Deputada Maria da Costa Exposto and II Sra. Deputada Secretary Ms. Maria Teresa de Carvalho.
Attending this special plenary session Prime Minister Mr. Kay Rala Xanana Gusmão and members of the IV Constitutional Government in accordance with the scheduled topic: "questioning the Government on Implementation of the General State Budget for the Transitional Period, 2007."
At first the president of the National Parliament determined the time for both parties, the opposition Stand and the Government, the parliamentary benches and gentlemen. The Banker's FRETILIN, as opposition, was given a time of 15 minutes for questioning, the Government 15 minutes to respond, 5 minutes on each seat Parliament, except the FRETILIN, and 3 minutes the first speech of each Member and 1 minute to 2nd intervention.
The President of the National Parliament informed that this request is the first time in the Democratic Republic of Timor-Leste. This shows that democracy grow even in this nation.
In the period before the Order of the Day was not addressed any issue.
During the period of the Agenda was the only topic discussed: "Questioning the Government on Implementation of the General State Budget for the Transitional Period, 2007."
This was done as the following information:
- The President of the National Parliament, Mr Fernando Lasama de Araujo invited Prime Minister Mr. Kay Rala Xanana Gusmão and Minister of Finance, Ms. Emilia Pires to take posts in the Bureau.
- The Honorable Member opposition as a Members' Stand for opposition, FRETILIN, spoke about the ability of the government in the implementation of the General State Budget for the transitional period of 2007.
After the questioning is Mr. Fernando Lasama de Araujo, chairman of the Plenary Session, gave time to Prime Minister Mr. Kay Rala Xanana Gusmão to respond.
- The Prime Minister thanked the Stand of FRETILIN for having made a request to the Government of AMP. According to him, it is true that the National Parliament is a supervisory body. In the previous government had not one minister who would defend the budgets in the national parliament, but the Foreign Minister, Mr. Dr. José Ramos Horta came.
- Mr. Kay Rala Xanana Gusmão said that the current government deserved the investigations made by the National Parliament and the report that is in the hands of Stand FRETILIN was sent on March 31, 2008. This report has not yet been overtaken by an audit.
- He added that the Government of AMP, the current, is also running the budget that the previous government not concluded. It is true that the Government of AMP had sufficient capacity to implement the budget of the previous Government and the current government that was approved in the national parliament in December 2007.

Reunião Plenária Extraordinária de Quinta-Feira, de 23 de Outubro de 2008
A Sessão Plenária Extraordinária de hoje foi presidida pelo Presidente do Parlamento Nacional, Sr. Deputado Fernando Lasama de Araújo coadjuvado pela Secretária da Mesa Sra. Deputada Maria Terezinha Viegas, I Vice-Secretária da Mesa Sra. Deputada Maria da Costa Exposto e II Vice-Secretária Sra. Deputada Teresa Maria de Carvalho.
Estiveram presentes nesta Sessão Plenária Extraordinária o Primeiro-Ministro Sr. Kay Rala Xanana Gusmão e Membros do IV Governo Constitucional de acordo com o assunto agendado: “Interpelação ao Governo sobre Execução do Orçamento Geral do Estado para o Período Transitório de 2007”.
No começo o Presidente do Parlamento Nacional determinou os tempos para ambas as partes, a Bancada interpelante e o Governo, às Bancadas Parlamentares e aos Deputados. À Bancada da FRETILIN, como interpelante, foi determinado um tempo de 15 minutos para interpelar, ao Governo 15 minutos para responder, 5 minutos a cada Bancada Parlamentar, excepto a FRETILIN, e 3 minutos a primeira intervenção de cada Deputado e 1 minuto à 2a intervenção.
O Presidente do Parlamento Nacional informou que esta interpelação é pela primeira vez na República Democrática de Timor-Leste. Isto mostra que a Democracia cresça mesmo nesta nação.
No período de Antes da Ordem do Dia não foi abordado nenhum assunto.
No período da Ordem do Dia foi abordado o único assunto: “Interpelação ao Governo sobre Execução do Orçamento Geral do Estado para o Período Transitório de 2007”.
Este assunto foi realizado conforme as seguintes informações:
- Presidente do Parlamento Nacional, Sr. Deputado Fernando Lasama de Araújo convidou o Primeiro-Ministro Sr. Kay Rala Xanana Gusmão e a Ministra das Finanças, Sra. Emília Pires para tomarem lugares na Mesa.
- O Sr. Deputado Arsénio Paixão Bano como um dos Deputados da Bancada interpelante, FRETILIN, interpelou sobre a capacidade do Governo na Execução do Orçamento Geral do
- Depois da interpelação o Sr. Deputado Fernando Lasama de Araújo, Presidente da Sessão Plenária, deu tempo ao Primeiro-Ministro Sr. Kay Rala Xanana Gusmão para responder.
- O Primeiro-Ministro agradeceu à Bancada da FRETILIN por ter realizado uma interpelação ao Governo da AMP. Segundo ele, é certo por que o Parlamento Nacional é um órgão fiscalizador. No Governo anterior não havia qualquer Ministro que viesse defender os orçamentos no Parlamento Nacional, mas o Ministro dos Negócios Estrangeiros, Sr. Dr. José Ramos Horta veio.
- O Sr. Kay Rala Xanana Gusmão afirmou que o Governo atual merecesse as fiscalizações feitas pelo Parlamento Nacional e o relatório que esteja na mão da Bancada FRETILIN foi remetido no dia 31 de Março de 2008. Este relatório ainda não foi ultrapassado por uma auditoria.
- Afirmou ainda que o Governo da AMP, o atual, está executando também o orçamento que o Governo anterior não concluíu. É certo que o Governo da AMP tinha capacidade suficiente para executar o orçamento do Governo anterior e o do Governo atual que foi aprovado no Parlamento Nacional em Dezembro de 2007.
Depois do intervalo/jantar, o Plenário continuava com o mesmo único assunto
acima citado conforme as seguintes informações:
- O Presidente do Parlamento Nacional Sr. Deputado Fernando Lasama de Araújo encerrou a Sessão Plenária Extraordinária de hoje por motivo de quórum. Fim.
