Extraordinary Plenary Meeting of Wednesday of 5 November 2008
A special plenary session today was presided by President of National Parliament, Mr Fernando Lasama de Araujo (PD) assisted by Deputy Secretary of the Bureau Mrs. Maria Terezinha Viegas (CNRT), I Deputy Secretary of the Bureau of Sra. Deputada Maria da Costa Exposto (PSD) and II Deputy Secretary of the Bureau Dep Ms. Maria Teresa de Carvalho (PD).
In the period before the Order of the Day was not scheduled any information.
During the period of the Agenda were discussed and made the following topics:
Debate and vote on the resolution of the Government of the 8/II of (accession to the Convention of the United Nations Against Corruption).
Were present in the Foreign Minister of Constitutional Government IV Mr. Zacarias Albano da Costa and entourage.
The President's Commission C, Mr Manuel Tilman (KOTA) and Chairman of the Sub-Commission Anti-Corruption (Rapporteur) Ms. Deputy Cipriano da Costa Pereira (FRETILIN) were invited by President of the Bureau to submit the Report and Opinion then thanked them for having done quickly report the opinion of the resolution of the Government in 8/II will allow them to fight against these diseases of corruption that occur every day in the country of TL.
After the presentation of Commission C on the report opinion, the President of the Bureau invited the Foreign Minister Mr. Zacarias Albano da Costa to take place in the Bureau to speak.
The Foreign Minister said that corruption is enemy of all nations and has been included in Criminal Matters. The convention is about three things which are the prevention, ensuring the success of transparency and legal innovator (a) the crime of corruption. The government has already prepared to fight corruption and the role of society is important in this fight.
He said the following : "This initiative must be supported by all of us. It is an important step because this is as a platform to fight corruption. The fight against corruption is like a culture of East Timor. Request signatures to the agreement is better than not. We should fight against corruption with good will and seriousness. Fighting corruption is the important role of the National Parliament and the Court. Creating the curriculum of anti-corruption in the Ministry of Education to combat corruption through education. Create goodwill and political will to implement this agreement. To fight corruption you need commitment and concrete plan."
The Chairman reported that it had already made an order to review the Rules of the National Parliament was created by a group comprised of 5 members of the Parliamentary Bench of FRETILIN, 5 of CNRT, 2 of the DP and one from each of the other benches . This form aims to adopt many laws in a Legislative Session. Rather the Parliament can only approve a maximum of 10 laws a year.

Final vote on the proposal for a comprehensive resolution of the Government of the 8/II of (accession to the Convention of the United Nations Against Corruption). The vote was 43 votes to 0 with 1 abstention. This proposal passed.
Finally the President of the Bureau reported that the ship which is normally in the port of Dili have to veer a bit from Port to give rise to the boat carrying most important needs to download and said that Members are invited by the Embassy of the States United States of America to assist the direct transmission on the presidential election and also informed that on November 6, 2008 at 10.00 am there meeting of the Parliamentary benches.

A Sessão Plenária Extraordinária de hoje foi presidida pelo Presidente do Parlamento Nacional, Sr. Deputado Fernando Lasama de Araújo (PD) coadjuvado pela Secretária da Mesa Sra. Deputada Maria Terezinha Viegas (CNRT), I Vice-Secretária da Mesa Sra. Deputada Maria da Costa Exposto (PSD) e II Vice-Secretária da Mesa Sra. Dep. Teresa Maria de Carvalho (PD).
No período de Antes da Ordem do Dia não foi agendada nenhuma informação.
No período da Ordem do Dia foram abordados e realizados os assuntos seguintes:
- Discussão e votação sobre a Proposta de Resolução do Governo n.o 8/II de de (Adesão à Convenção da Organização das Nações Unidas Contra a Corrupção).
- Estiveram presentes nesta o Ministro dos Negócios Estrangeiros do IV Governo Constitucional Sr. Zacarias Albano da Costa e comitiva.
- O Presidente da Comissão C, Sr. Deputado Manuel Tilman (KOTA) e a Presidente da Sub-Comissão de Anti-Corrupção (Relatora) Sra. Deputada Cipriana da Costa Pereira (FRETILIN) foram convidados pelo Presidente da Mesa para apresentarem o Relatório Parecer e depois agradeceu-lhes por terem concluído rapidamente o Relatório Parecer da Proposta de Resolução do Governo n.o 8/II que vá permití-los combater contra estas doenças de corrupções que ocorram todos dias no país de TL.
- Após a apresentação da Comissão C sobre o Relatório Parecer, o Presidente da Mesa convidou o Ministro dos Negócios Estrangeiros Sr. Zacarias Albano da Costa para tomar lugar na Mesa para fazer intervenções.
- O Ministro dos Negócios Estrangeiros disse que a corrupção é inimiga de todas as nações e já foi incluída na Matéria Penal. A convenção fala sobre três coisas que são a prevenção, garantia de sucesso de transparência legal e inovador (a) do crime da corrupção. O Governo já se preparou para combater a corrupção e o papel da sociedade é importante nesse combate.
- Intervenções dos Deputados: “Esta iniciativa tem de ser suportada por todos nós. É um passo importante porque isto é como plataforma para combater a corrupção. A luta contra a corrupção é como uma cultura de Timor-Leste. Solicitar assinaturas à convenção é melhor do que não. Nós devemos lutar contra a corrupção com boa vontade e seriedade. Lutar contra a corrupção é o papel importante do Parlamento Nacional e do Tribunal. Criar o currículo de anti-corrupção no Ministério da Educação para combater a corrupção por meio do ensino. Criar good will e political will para implementar esta convenção. Para combater a corrupção é preciso ter compromisso e plano concreto. Pelo contrário nada vale.”
- O Presidente da Mesa informou que já tinha feito um despacho para rever o Regimento do Parlamento Nacional e por isso foi criado um grupo composto por 5 Membros da Bancada Parlamentar da FRETILIN, 5 da CNRT, 2 da PD e um de cada das outras Bancadas. Esta forma tem por objetivo aprovar muitas Leis numa Sessão Legislativa. Pelo contrário o Parlamento só pode aprovar no máximo 10 Leis por ano.
- O Sr. Ministro dos N.E. disse que não é a convenção que vá diminuir a corrupção em TL, mas ela vai completar a ordem jurídica de TL, comprometendo à Comunidade Internacional que TL tem boa vontade para combater a corrupção.
- Votação final global sobre a Proposta de Resolução do Governo n.o 8/II de de (Adesão à Convenção da Organização das Nações Unidas Contra a Corrupção). O resultado da votação foi 43 votos a favor, 0 contra e 1 abstenção. Esta Proposta passou.
- Finalmente o Presidente da Mesa informou que o navio que esteja encostado no Porto de Dili há-de afastar-se um pouco do Porto para ceder lugar ao barco que transporte necessidades mais importantes para descarregar e disse que os Deputados têm convite da Embaixada dos Estados Unidos da América para assistirem a transmissão direta sobre a eleição presidencial e informou ainda que no dia 6 de Novembro de 2008 às 10H00 haveria reunião das Bancadas Parlamentares.
