Office Manager
Justice Facility Outreach Office

Reports to: Team Leader

Counterparts: NGOs and other civil society organizations engaged in the justice sector supporting information provision and service delivery to members of the public in Covalima and possibly Bobonaro, Ainaro and Manufahi. Some liaison will also be necessary with Justice Sector Agencies including: The Ministry of Justice offices, the Courts, the Office of the Prosecutor General, the public Defenders Office and the PNTL. This will also entail regular consultation and coordination with the office of the District Administrator in Covalima.

Duration: Initial 24 month contract with possible renewal

Location: Based in the Facility Outreach Office, Suai -Covalima. Some travel to the sub- districts and Dili required

Responsibilities/tasks: The main task of the Office Manager is to manage the Justice Facility Outreach Office in Covalima district, provide support to partner CSOs and liaise with Justice Sector Agencies in the district. This will involve but is not restricted to: Support to key CSOS working on Justice in the district. Support local CSOs to develop proposals for the Facility Grants Mechanism in accordance with identified local priorities for justice Receive and forward these to the Dili based office regularly Keep an updated archive and registry of all proposals received, decision taken and where a grant has been awarded keep track and update implementation status of the project Identify further support needed by local CSOs and provide support where appropriate and or discuss types of support needed and liaise with Dili based advisors to make support available Liaison with Justice Sector Agencies and local authorities
Liaise with Justice Sector Agencies and local authorities as necessary, passing on relevant information on key justice issues and concerns as appropriate. Organize meetings between Justice Sector Agency, local authority representatives and local CSOs when needed
Develop appropriate tools for monitoring work of Justice Sector Agencies in cooperation with local CSOs and implement these or provide support to local CSOs to use this as appropriate
Secretariat support to the Steering Committee. Prepare all necessary documentation for meetings and inform members of meetings in a timely member. Write minutes of meetings, including agreed recommendations for Facility support. Keep Steering Committee members regularly updated of Facility activities and support to partners, including status of implementation reports.

General duties
Responsible for managing the office, maintaining its assets and accounting for use of office budget. Draft, compile and submit monthly reports to the JSSF Office in Dili. Participate in JSSF team meetings as appropriate. Participate in local meetings and networks as appropriate
Undertake any other duty as assigned by the Facility Team Leader.

Qualifications and Experience
Ability to speak fluent Tetun and good knowledge of English as working language. Understanding of Portuguese or Indonesian or willingness to learn an advantage. Demonstrated understanding of access to justice issues. Ability to translate from languages as indicated above. Ability to work as part of a team. Recognized relevant qualification or practical experience in activity planning and project management and development with government or with CSOs. Good communication, writing and computing skills. Previous work experience in the civil society sector is an advantage

This will involve but is not restricted to: Finance and Administration. Establish sound finance and administrative systems for the office in coordination with Office Manager. Keep records of spending of office funds and prepare monthly expenditure reports. Keep all files in order. Ensure office assets are maintained in good order. Liaison with partner CSOs and Justice Sector Agencies. Attend relevant meetings as directed by the Office Manager. Write meeting summaries of key issues discussed. Secretariat support to the Steering Committee. Support preparation of all necessary documentation for meetings including timely information to members of meeting times and dates. Draft minutes of meetings, including agreed recommendations for Facility support as directed by Office Manager.

General duties

Project Assistant
Facility Grants Mechanism and Training

Reports to: Civil Society Strengthening Specialist

Primary
Counterparts: NGOs and other civil society organizations engaged in the justice sector supporting information provision and service delivery to members of the public and special groups; and faith based organizations. Some liaison will also be necessary with Justice Sector Agencies including: The Ministry of Justice, the Courts and the Office of the Prosecutor General, the Office of the Inspector General and the Office of the Provedor.

Duration: Initial 24 month contract with possible renewal

Location: Based in the Facility office, Dili, but also working out in other targeted civil society
organizations and government institutions. Some travel to the Districts required

Responsibilities/tasks
The main task of the Project Assistant is to provide support to the development of project proposals to the Facility Grants Mechanism and the Grants Selection Panel for proposals generated from CSOs and provide secretariat support to the organization of training under Component 2. This will involve but is not restricted to: Support the Facility Grants Mechanism (FGM). Support partner CSO organizations to develop proposals for the FGM. Do a basic costing of activities for appraisal of the budget in proposal received. Review and summarize proposals submitted by partner CSOs. Provide secretariat support to grants selection panel as follows:
· Write minutes of meeting
· Draft agreed recommendations and prepare all necessary documentation for the Facility Management Group (FMG)

Liaise with the Facility Pilot District office for receipt of proposals generated from Covalima district and provide support where necessary on the development of these proposals
Keep an updated archive and registry of all proposals received, decision taken and where a grant has been awarded keep track and update implementation status of the project
Receive and collate all progress reports on projects and draft quarterly and yearly reporst as appropriate for review of relevant Facility lead advisor of project
Support relevant Facility lead advisor of project to monitor project implementation
Supervise the preparation of activity completion reports including the acquittal of project funds
Support organization of training from the Facility. Make logistic arrangements as necessary (book venues, purchase training materials needed etc.). Prepare all materials needed for training
Compile training evaluation questionnaires and draft report on training including participants comments.

General duties
Participate in team meetings. Undertake any other duty as assigned by the Civil Society Strengthening Specialist or Facility Team Leader.

Responsibilities/tasks

The main task of the Project Assistant is to provide support to the implementation of the Facility Projects and liaison with the Facility Office in Pilot district under Component 2. This will involve but is not restricted to: Support the implementation of Facility projects. Assist Project Lead Advisors in activity planning and management. Prepare and cost Project proposals. Support project implementation, reporting and coordination arrangements. Support project monitoring and evaluation. Initiate preparation of activity completion reports

Liaison with the district pilot office. Organize regular supervision visits to the pilot districts
Receive, collate and draft as appropriate all progress reports and draft monthly, quarterly and yearly reports for review by relevant Facility lead advisor on Project

General duties
