No agenda 141/II Extraordinary Plenary Meeting of Wednesday, 15 October 2008
A special plenary session today was presided by President of National Parliament, Mr Fernando Lasama de Araujo assisted by Deputy Secretary of the Bureau Sra. Maria Terezinha Viegas II and Deputy Secretary of the Bureau, Sra. Maria Teresa de Carvalho.
At the beginning the President of the National Parliament informed that there was no budget for the treatment of health of Deputies, but the budget that was spent to treat health of Deputies went out of the Office of the President.
During the period of the Agenda was the only scheduled topic:
"Discussion and vote in the generality of the Bill. 11/II (Law of the Organization and Functioning of the Parliamentary Administration)
This was done as the following information:
- The President of the National Parliament Members are invited designers, in particular, Mr. Dep Fernando Dias Gusmao, Dep Mr. Francisco Miranda Branco and Sra. Dep. Gertrudis Moniz as representatives of authors and designers of the Bill to explain N0 11/II .
- Talk and vote on Proposal for Elimination N0 1 of Title I (Parliamentary Administration), Title II (Office of the National Title IV (FINAL AND TRANSITIONAL PROVISIONS). The vote was 37 votes in favor, 6 against and 11 abstentions . This proposal Disposal rose but did not affect the Bill in. 11/II. Mr Contractor was Mr. Dep Manuel Tilman (KOTA).
- Talk and vote on Proposal to Replace N0 2 of Article 1 (Object), but this was withdrawn by the aforementioned Mr. Contractor, after the explanation of Author. Mr. Mr Manuel Tilman (KOTA) suggested that if only improve the final wording by replacing the word permit with the word guarantee.
- Talk and vote on Proposal for Elimination N0 3 of Article 3 (Autonomy). The vote was 7 votes in favor, 22 against and 8 abstentions. Elimination of this proposal did not pass. Contractor was Mr. Dep Manuel Tilman (KOTA).
- debate and vote in Chapter I (Object, Principles and Preliminary Provisions) Article 1 (Object), Article 2 (Principles of Administration) and Article 3 (Autonomy). The vote was 32 votes in favor, 0 against and 4 abstentions. This chapter and the Articles 1, 2 and 3 passed.
- Talk and vote on Chapter II (Administrative Management, Finance and Asset), Section I (General Provisions) Article 4 (Principle of Subsidiarity of the General), Article 5 (Management Tools). The vote was 31 votes to 0 with 2 abstentions. This chapter and the Articles 4 and 5 passed.
- Before the dinner / interval the President of the National Parliament gave Congratulations to the Women of East Timor have faced today by the Rural Women's Day.
- After dinner / break the Plenary Session continued with the same subject today, but the President of the National Parliament closed it, asking that this Bill has to pass even if the ideas on administration and the Ombudsman are different that the Bill was elaorado by our Members. Also asked to examine the ideas well.
Finally is the President of the National Parliament repeated to analyze well the ideas together with Members projects, because the Bureau does not want this Bill to be hampered and disapproved at the end. Then he said that the discussion and vote in the specialty is postponed to Friday 20 October 2008. End.

Agenda N.O 141/II Reunião Plenária Extraordinária de Quarta-Feira, de 15 de Outubro de 2008
A Sessão Plenária Extraordinária de hoje foi presidida pelo Presidente do Parlamento Nacional, Sr. Deputado Fernando Lasama de Araújo coadjuvado pela Secretária da Mesa Sra. Deputada Maria Terezinha Viegas e II Vice-Secretária da Mesa, Sra. Deputada Teresa Maria de Carvalho.
No início o Presidente do Parlamento Nacional informou que não havia orçamento próprio para tratamento de saúde dos Deputados, mas, o orçamento que foi gastado no tratamento de saúde dos Deputados saíu do Gabinete do Presidente.
No período da Ordem do Dia foi agendado o único assunto:
“Discussão e votação na generalidade do Projeto de Lei no. 11/II (Lei da Organização e Funcionamento da Administração Parlamentar)
Este assunto foi realizado conforme as seguintes informações:
- O Presidente do Parlamento Nacional convidou os Deputados Projetistas, nomeadamente, Sr. Dep. Fernando Dias Gusmão, Sr. Dep. Francisco Miranda Branco e Sra. Deputada Gertrudis Moniz como autores e representantes dos Projetistas do Projeto de Lei N0 11/II para explicarem.
- Discussão e votação da Proposta de Eliminação N0 1 do Título I (Administração Parlamentar), Título II (Serviço do Parlamento Nacional e Título IV (Disposições Finais e Transitórias). O resultado da votação foi 37 votos a favor, 6 contra e 11 abstenções. Esta Proposta de Eliminação passou mas não afetou ao Projeto de Lei no. 11/II . O Deputado Proponente foi Sr. Dep. Manuel Tilman (KOTA).
- Discussão e votação da Proposta de Substituição N0 2 do Artigo 1o (Objeto), mas esta foi retirada pelo mesmo Deputado Proponente acima mencionado, após a explicação do Deputado Autor. O Sr. Deputado Manuel Tilman (KOTA) só sugeriu que se melhorassem na redação final, substituindo a palavra permitir com a palavra garantir.
- Discussão e votação da Proposta de Eliminação N0 3 do Artigo 3o (Autonomia). O resultado da votação foi 7 votos a favor, 22 contra e 8 abstenções. Esta Proposta de Eliminação não passou. O Deputado Proponente foi Sr. Dep. Manuel Tilman (KOTA).
- Discussão e votação do Capítulo I (Objeto, Princípios e Disposições Preliminares) Artigo 1o (Objeto), Artigo 2o (Princípios de Administração) e Artigo 3o (Autonomia). O resultado da votação foi 32 votos a favor, 0 contra e 4 abstenções. Este Capítulo e os Artigos 1o, 2o e 3o passaram.
- Discussão e votação do Capítulo II (Gestão Administrativa, Financeira e Patrimonial), Secção I (Disposições Gerais) Artigo 4o (Princípio da Subsidiariedade do Regime Geral), Artigo 5o (Instrumentos da Gestão). O resultado da votação foi 31 votos a favor, 0 contra e 2 abstenções. Este Capítulo e os Artigos 4o e 5o passaram.
- Antes do jantar/intervalo o Presidente do Parlamento Nacional deu parabens às Mulheres de Timor-Leste por terem enfrentado hoje o Dia das Mulheres Rurais.
- Depois do jantar/intervalo a Sessão Plenária continuava com o mesmo assunto de hoje, mas o Presidente do Parlamento Nacional encerrou-a, solicitando que este Projeto de Lei tenha de passar mesmo que as ideias sobre a Administração e Provedor sejam diferentes por que o Projeto de Lei foi elaorado pelos nossos Deputados. Pediu também para analisarem bem as ideias.
Finalmente o Presidente do Parlamento Nacional repetiu para que analisassem bem as ideias juntamente com os Deputados Projetistas, porque a Mesa não queria que este Projeto de Lei seria prejudicada e reprovada no fim. Depois disse que a discussão e votação na especialidade seja adiada para a Segunda-Feira de 20 de Outubro de 2008. Fim. Cabienete de Relações Públicas
