The plenary session today was presided by the First Vice-President of the National Parliament, Mr Vicente da Silva Guterres (CNRT) assisted by Deputy Secretary of the Bureau Mrs. Maria Terezinha Viegas (CNRT), I Deputy Secretary of the Bureau Sra. Information is the justification anticipated absences and application for temporary replacement by Mr Jose Manuel Carrascalao (ASDT). According to this information, Mr Jose Manuel Carrascalao will not make attendance at meetings of committees B and G and the Plenary Sessions, for more than three consecutive days, because of issues considered. So I agreed with his temporary replacement by the unelected candidate who followed him in their list, which makes the terms and for the purposes of Articles 4) a 5 and 9, paragraph 1, Law No 5 / 2004 to May 5 (Statute of Deputies), Article 15 of Law 6 / 2006, December 28 (Electoral Law for the National Parliament) and 5 of the Rules of Procedure of Parliament ( published in the Journal of the Republic, Series I, paragraph 2, of June 11, 2003).

Information is justification of absence of Mr Adriano do Nascimento (PD). According to this information, Mr Adriano do Nascimento (DP) asked the Bureau to consider justified the absences due to sessions and meetings of committees that he belonged to on 29 October 2008 until November 7, 2008, because of professional activity, which makes the terms and for the purposes of Articles 8, 1) b 2 and 3 and 5, paragraph 2 of Law No 5 / 2004 of 5 May (Statute of Deputies) and 11, paragraph 1, point e) of the Rules of Procedure of Parliament (published in the Journal of the Republic, Series I, paragraph 2, of June 11, 2003).

- Assessment Report of the Delegation of the National Parliament of Timor-Leste to 118 Assembly of the Inter-Parliamentary Union in South Africa (13-18 April 2008). HI Vice President of the National Parliament, Mr Vicente da Silva Guterres (CNRT) invited Ms. Dep Terezinha Maria Viegas (CNRT) as chairman of the delegation and Mr. Dep Arsenio Bano (FRETILIN), Rapporteur to take seats on Bureau to submit the report.

- Political Declaration of FRETILIN Stand on the negative issues on the march for peace that is to be organized by the Party of FRETILIN.

- Political Declaration of PD Stand on the political situation, economic and social fabric of East Timor.

Information is the gentlemen on the needs and problems of the people in accordance with the information they have, for example on the process of tendering for the supply of fuel by the government in which the company Poulaca won with 20 million U.S. dollars in a half, but to another company with 15 million U.S. dollars in a half lost.

The draft law was submitted to the President of the Commission Ms. Mrs. Fernanda Mesquita Borges (PUN) and the Chairman of Commission C Mr Manuel Tilman (KOTA) by the First Vice-President of the National Parliament, Mr Vicente da Silva Guterres (CNRT).

Announcement of admission is low and the Commission "A" of new text, presented by the government, correcting the initial version of the bill in 12/II ( "First Amendment to the Civil Service Statute"). The new text was handed to the President of the Commission Ms. Mrs. Fernanda Mesquita Borges (PUN) by the First Vice-President of the National Parliament, Mr Vicente da Silva Guterres (CNRT).

After the interval / dinner, the Plenary continued as the following information:

In this period is attended the Secretary of State for Defense, Mr. Dr. Julio Tomas Pinto and his advisor and author of Proposed Law N0 13/II and they were invited to take seats in the Bureau.

We expressed the thanks and apology by the Bureau President above the fact of not having done the Plenary Session in time as mentioned in the invitation.

Following is the explanation made by Secretary of State for Defense, the Chairman of the Board invited the Commission B for submitting the report opinion. The President's Commission B, Mr Duarte Nunes (CNRT) and Ms. Sabina Dep da Silva (UNDERTIM) as speaker, were invited to take seats in the Bureau.

- debate and vote on the generality of the Proposed Law on 13/II (Revision of Law on Military Service). The vote was 33 votes in favor, 1 against and 2 abstentions. This Proposed Law passed in general.

Finally is the Plenary Session was closed by the First Vice-President of the National Parliament, Mr Vicente da Silva Guterres (CNRT) and informed that there would be special plenary session on Thursday, 30 October 2008, to discuss the report of CAVR. Also informed that on Tuesday, November 4 would be a visit of the Australian Parliament. End.

A Sessão Plenária de hoje foi presidida pelo I Vice-Presidente do Parlamento Nacional, Sr. Deputado Vicente da Silva Guterres (CNRT) coadjuvado pela Secretária da Mesa Sra. Deputada Maria Terezinha Viegas (CNRT), I Vice-Secretária da Mesa Sra. Deputada Maria da Costa Exposto (PSD) e II Vice-Secretária da Mesa Sra. Dep. Teresa Maria de Carvalho (PD).
No período de Antes da Ordem do Dia foram realizadas as informações seguintes:

Informação sobre a justificação antecipada de faltas e pedido de substituição temporária pelo Senhor Deputado José Manuel Carrascalão (ASDT). De acordo com esta informação, o Senhor Deputado José Manuel Carrascalão não vai marcar presenças nas reuniões das Comissões B e G e nas Sessões Plenárias, por mais de três dias consecutivos, por motivo de questões ponderosas. Por isso concordou com a sua substituição temporária pelo candidato não eleito que se lhe seguir na respectiva lista, o que faz nos termos e para os efeitos previstos nos artigos 4.o, alínea a), 5.o e 9.o, n.o 1, da Lei n.o 5/2004, de 5 de Maio (Estatuto dos Deputados), artigo 15.o da Lei n.o 6/2006, de 28 de Dezembro (Lei Eleitoral para o Parlamento Nacional) e 5.o do Regimento do Parlamento Nacional (publicado no Jornal da República, Série I, n.o 2, de 11 de Junho de 2003).

- Informação sobre justificação de faltas pelo Senhor Deputado Adriano do Nascimento (PD). De acordo com esta informação, o Senhor Deputado Adriano do Nascimento (PD) solicitou à Mesa para considerar justificadas as faltas dadas às Reuniões Plenárias e das Comissões que lhe pertencem nos dias 29 de Outubro de 2008 até 7 de Novembro de 2008, por motivo de atividade profissional, o que faz nos termos e para os efeitos previstos nos artigos 8.o, n.os 1, alínea b), 2 e 3, e 5.o, n.o 2, da Lei n.o 5/2004, de 5 de Maio (Estatuto dos Deputados), e 11.o, n.o 1, alínea e), do Regimento do Parlamento Nacional (publicado no Jornal da República, Série I, n.o 2, de 11 de Junho de 2003).

- Apreciação do Relatório da Delegação do Parlamento Nacional de Timor-Leste à 118.o Assembleia da União Inter-Parlamentar na África do Sul (13-18 de Abril de 2008). O I Vice-Presidente do Parlamento Nacional, Sr. Deputado Vicente da Silva Guterres (CNRT) convidou a Sra. Dep. Maria Terezinha Viegas (CNRT) como Presidente da Delegação e o Sr. Dep. Arsénio Bano (FRETILIN), Relator para tomarem lugares na Mesa para apresentarem o relatório.

- Declaração Política da Bancada FRETILIN sobre as emissões negativas sobre a Marcha da Paz que há-de ser organizada pelo Partido da FRETILIN.

- Declaração Política da Bancada PD sobre a situação política, económica e social de Timor-Leste.

- Informações dos Senhores Deputados sobre as necessidades e problemas do povo de acordo com as informações que eles tomaram, por exemplo sobre o processo do concurso de fornecimento de combustíveis pelo Governo no qual a companhia Poulaca ganhou com 20 milhões dólares americanos em um semestre mas, a outra companhia com 15 milhões dólares americanos em um semestre perdeu.
No período da Ordem do Dia foram abordados e realizados os assuntos seguintes:

- Anúncio da admissão e baixa à Comissão “A” da Proposta de Lei n.o 14/II (“Cria a Comissão da Função Pública”). A proposta de Lei foi entregue à Presidente da Comissão A Sra. Deputada Fernanda Mesquita Borges (PUN) pelo I Vice-Presidente do Parlamento Nacional, Sr. Deputado Vicente da Silva Guterres (CNRT).

- Anúncio da admissão e baixa às Comissões “A” e “C” da Proposta de Lei n.o 15/II (“Cria a Comissão Anti-Corrupção”). A proposta de Lei foi entregue à Presidente da Comissão A Sra. Deputada Fernanda Mesquita Borges (PUN) e ao Presidente da Comissão C Sr. Deputado Manuel Tilman (KOTA) pelo I Vice-Presidente do Parlamento Nacional, Sr. Deputado Vicente da Silva Guterres (CNRT).

- Anúncio da admissão e baixa à Comissão “A” de novo texto, apresentado pelo Governo, rectificando a versão inicial da Proposta de Lei n.o 12/II (“Primeira Alteração ao Estatuto da Função Pública”). O novo texto foi entregue à Presidente da Comissão A Sra. Deputada Fernanda Mesquita Borges (PUN) pelo I Vice-Presidente do Parlamento Nacional, Sr. Deputado Vicente da Silva Guterres (CNRT).
Depois do intervalo/jantar, o Plenário continuou conforme as seguintes informações:

- Neste período estiveram presentes o Secretário de Estado da Defesa, Sr. Dr. Júlio Tomás Pinto e seu assessor como autores da Proposta de Lei N0 13/II e eles foram convidados a tomarem lugares na Mesa.

- Foram expressados os agradecimentos e desculpas pelo Presidendte da Mesa acima mencionado pelo fato de não ter realizado a Sessão Plenária em hora certa como foi mencionada no convite.

- Após a explicação feita pelo Secretário de Estado da Defesa, o Presidente da Mesa convidou a Comissão B para apresentar o relatório Parecer. O Presidente da Comissão B, Sr. Deputado Duarte Nunes (CNRT) e a Sra. Dep Sabina da Silva (UNDERTIM) como Leitora, foram convidados para tomarem lugares na Mesa.

- Discussão e votação na generalidade da Proposta de Lei n.o 13/II (Revisão da Lei do Serviço Militar). O resultado da votação foi 33 votos a favor, 1 contra e 2 abstenções. Esta Proposta de Lei passou na generalidade.

- Finalmente a Sessão Plenária foi encerrada pelo I Vice-Presidente do Parlamento Nacional, Sr. Deputado Vicente da Silva Guterres (CNRT) e informou que haveria Sessão Plenária Extraordinária na Quinta-Feira, 30 de Outubro de 2008, para debater sobre o Relatório da CAVR. Informou ainda que na Terça-Feira, 4 de Novembro haveria uma visita do Parlamento Australiano. Fim.
