No agenda 142/II Plenary Meeting of Monday, 20 October 2008
The plenary session today was presided by President of National Parliament, Mr Fernando Lasama de Araujo assisted by Deputy Secretary of the Bureau Mrs. Maria Terezinha Viegas, I Deputy Secretary of the Bureau Sra. Deputada Maria da Costa Exposto and II Deputy Secretary Sra. Deputada Maria Teresa de Carvalho.
In the period before the Order of the Day were held the following information:
Information is on the grounds of absence of Mrs. Teresa da Conceicao Amaral, Bank of ASDT that will not make attendance at meetings of its Standing Committee for from 16 October 2008 until 23 October 2008 because of being involved in meetings on Women in Pilipino;
Information is of Deputies and information on the needs of the people, especially those on corruption and education;
Following is the information given by the President Deputies responded to information of Mrs Ms. Ana Pessoa (FRETILIN), explaining that the process of buying a car is normal. Each car costs $ 33,400 and that the President of the Bureau of National Parliament and their subordinates are not doing corruption in the process of purchase of 26 cars that already have been loaded on a boat from Japan to come.
During the period of the Agenda was the only topic discussed:
"Discussion and vote in the specialty of the Bill. 11/II (Law of the Organization and Functioning of the Parliamentary Administration)
This was done as the following information:
The Proposed Amendment is N0 4, 5, 6 and 7 were withdrawn by the Offeror Mrs., Ms. Ana Pessoa Dept. of Stand FRETILIN, after consulting the other members, but it progressed along with Mr Manuel Tilman KOTA's Stand and Mrs. Mrs. Carmelita Moniz as Members of the CNRT Proposers of other proposals;
- debate and vote on the proposal to include N0 10 of Article 5 - The (board of directors). The vote was 38 in favor, 0 against and 6 abstentions. Addition of this proposal passed. Members Proposers were: Mrs. Ana Pessoa Dept. of Stand FRETILIN, Mr Manuel Tilman of the Stand KOTA and Mrs. Mrs. Carmelita Moniz of CNRT;
After the interval / dinner, the Plenary continued with the same single issue cited above:
- debate and vote on the proposed amendment N0 6 of Article 6 (Administrative Services Parliamentarians). The vote was 39 in favor, 0 against and 3 abstentions. The proposed amendment passed. Members Proposers were: Mrs. Ana Pessoa Dept. of Stand FRETILIN, Mr Manuel Tilman of the Stand KOTA and Mrs. Mrs. Carmelita Moniz of CNRT;
- debate and vote on Article 6 and its proposal to include. (Administrative Services Parliamentarians). The vote was 38 in favor, 0 against and 4 abstentions. This Article 6 and its proposal to include passed;
- debate and vote on the Proposal for Amendment N0 18 of Article 7 (Personal Status), point 2 and 3. This proposal and their points were withdrawn by the proposers Deputies and members designers promised that the paragraph 3 will improve in the final essay;
Voting is in full on Chapter II, Section III (Staff of the Office of the National Parliament), Article 7 (Personal Status), Article 8 (between Mobility Service of the National Public Service General), Article 9 (Recruitment of Staff) Article 10 (Request and Contracts) and Article 11 (Training). The vote was 38 in favor, 0 against and 3 abstentions. This Chapter II, Section III and the Articles 7th, 8th, 9th, 10th and 11th passed.
- Talk and vote at all on Chapter II, Section IV (Sheets and Facilities), Article 12 (Heritage), Article 13 (Headquarters) and Article 14 (Facilities). The vote was 39 in favor, 0 against and 2 abstentions. This Chapter II, Section IV and Article 12, 13 and 14 passed.
- Talk and vote at all on Chapter II, Section V (Budgets and Plans), Article 15 (Annual Budget, Supplemental Budget or Rectifiers), Article 16 (own revenue) and Article 17 (Approval, Expenditure, Public Procurement and Supply) , Article 18 (Audit), Article 19 (plans) and Article 20 (of charges the Petroleum Fund Consultative Council). The vote was 32 in favor, 2 against and 4 abstentions. This Chapter II, Section V and the Articles 15th, 16th, 17th, 18th, 19th and 20th passed.
- Talk and vote at all on Chapter II, Section VI (published in the Journal of the Republic), Article 21 (Publications). The vote was 36 in favor, 0 against and 1 abstention. This Chapter II, Section VI and Article 21 passed.
- Talk and vote at all on Chapter II, Section VII (published in the Journal of the Republic), Article 22 (competencies of the plenary). The vote was 32 in favor, 2 against and 2 abstentions. This Chapter II, Section VII and Article 22 passed.
Finally is the President of the National Parliament asked the Deputies to the plenary session the following day to begin 09H00. End.

A Sessão Plenária de hoje foi presidida pelo Presidente do Parlamento Nacional, Sr. Deputado Fernando Lasama de Araújo coadjuvado pela Secretária da Mesa Sra. Deputada Maria Terezinha Viegas, I Vice-Secretária da Mesa Sra. Deputada Maria da Costa Exposto e II Vice-Secretária Sra. Deputada Teresa Maria de Carvalho.
No período de Antes da Ordem do Dia foram realizadas as informações seguintes:
- Informação sobre a justificação de faltas da Senhora Deputada Teresa da Conceição Amaral, Bancada da ASDT que não vai marcar presenças nas reuniões da sua Comissão Especializada Permanente a partir de 16 de Outubro de 2008 até 23 de Outubro de 2008 pelo fato de estar participando nas reuniões das Mulheres em Pilipinas;
- Informações dos Deputados sobre as necessidades e informações do povo, principalmente aquelas sobre corrupção e educação;
- Após as informações dadas pelos Deputados o Presidente respondeu a informacão da Sra. Deputada Ana Pessoa (FRETILIN), explicando que o processo da compra de carros está andando normal. Cada carro custava US$ 33.400 e que o Presidente da Mesa do Parlamento Nacional e os seus subordinados não estão fazendo corrupção no processo da compra de 26 carros que neste momento já foram carregados num barco do Japão para virem.
No período da Ordem do Dia foi abordado o único assunto:
“Discussão e votação na especialidade do Projeto de Lei no. 11/II (Lei da Organização e Funcionamento da Administração Parlamentar)
Este assunto foi realizado conforme as seguintes informações:
- As Propostas de Alteração N0 4, 5, 6 e 7 foram retiradas pela própria Deputada Proponente, Sra. Dep. Ana Pessoa da Bancada FRETILIN, depois de ter consultado os outros Deputados, mas, ela avançava juntamente com o Sr. Deputado Manuel Tilman da Bancada KOTA e Sra. Deputada Carmelita Moniz da CNRT como Deputados Proponentes de outras propostas;
- Discussão e votação sobre a Proposta de Aditamento N0 10 do Artigo 5o - A (Órgãos de Administração). O resultado da votação foi 38 a favor, 0 contra e 6 abstenções. Esta Proposta de Aditamento passou. Os Deputados Proponentes foram: Sra. Dep. Ana Pessoa da Bancada FRETILIN, Sr. Deputado Manuel Tilman da Bancada KOTA e Sra. Deputada Carmelita Moniz da CNRT;
Depois do intervalo/jantar, o Plenário continuava com o mesmo único assunto acima citado:
- Discussão e votação sobre a Proposta de Alteração N0 6 do Artigo 6o (Serviços Administrativos Parlamentares). O resultado da votação foi 39 a favor, 0 contra e 3 abstenções. Esta Proposta de Alteração passou. Os Deputados Proponentes foram: Sra. Dep. Ana Pessoa da Bancada FRETILIN, Sr. Deputado Manuel Tilman da Bancada KOTA e Sra. Deputada Carmelita Moniz da CNRT;
- Discussão e votação sobre o Artigo 6o e sua Proposta de Aditamento. (Serviços Administrativos Parlamentares). O resultado da votação foi 38 a favor, 0 contra e 4 abstenções. Este Artigo 6o e sua Proposta de Aditamento passaram;
- Discussão e votação sobre o Proposta de Alteração N0 18 do Artigo 7o (Estatuta Pessoal), alínea 2 e 3. Esta Proposta e suas alíneas foram retiradas pelos Deputados Proponentes e os Deputados Projetistas prometeram que a alínea 3 terá melhoramento na redação final;
- Votação em todo sobre o Capítulo II, Secção III (Pessoal do Serviço do Parlamento Nacional), Artigo 7o (Estatuta Pessoal), Artigo 8o (Mobilidade entre Serviço do Parlamento Nacional e Serviço Público Geral), Artigo 9o (Recrutamento de Pessoal), Artigo 10o (Requisição e Contratação) e Artigo 11o (Formação). O resultado da votação foi 38 a favor, 0 contra e 3 abstenções. Este Capítulo II, Secção III e os Artigos 7o, 8o, 9o, 10o e 11o passaram.
- Discussão e votação em todo sobre o Capítulo II, Secção IV (Patrimonial e Instalações), Artigo 12o (Património), Artigo 13o (Sede) e Artigo 14o (Instalações). O resultado da votação foi 39 a favor, 0 contra e 2 abstenções. Este Capítulo II, Secção IV e os Artigos 12o, 13o e 14o passaram.
- Discussão e votação em todo sobre o Capítulo II, Secção V (Orçamentos e Planos), Artigo 15o (Orçamentos Anuais, Orçamentos Suplementares ou Retificativos), Artigo 16o (Receitas Próprias) e Artigo 17o (Autorização, Despesas, Contratação Pública e Aprovisionamento), Artigo 18o (Auditoria), Artigo 19o (Planos) e Artigo 20o (Encargos de Conselho Consultivo do Fundo Petrolífero). O resultado da votação foi 32 a favor, 2 contra e 4 abstenções. Este Capítulo II, Secção V e os Artigos 15o, 16o, 17o, 18o, 19o e 20o passaram.
- Discussão e votação em todo sobre o Capítulo II, Secção VI (Publicações no Jornal da República), Artigo 21o (Publicações). O resultado da votação foi 36 a favor, 0 contra e 1 abstenção. Este Capítulo II, Secção VI e o Artigo 21o passaram.
- Discussão e votação em todo sobre o Capítulo II, Secção VII (Publicações no Jornal da República), Artigo 22o (Competências do Plenário). O resultado da votação foi 32 a favor, 2 contra e 2 abstenções. Este Capítulo II, Secção VII e o Artigo 22o passaram.
- Finalmente o Presidente do Parlamento Nacional solicitou aos Deputados para que a Sessão Plenária do dia seguinte começaria às 09H00.
