1. Presentation of the Government Portal
This web site, on the Government of Timor-Leste, will provide better information on the activities Government, with more transparency, thus contributing to better citizenship, national, and better information about the country before the world.
The Government Portal provides also information on the recent history of the country, its policy, legislation, activities and scheduled, members of the current and previous governments, among many other information that is to better explain in a credible and transparent, the view public.
The Portal of the Government of Timor-Leste will be released to the public on the 30th of March.
2. Decree-Law on the Legal Framework for Educational Establishments
The Council of Ministers approved the ordinance is to establish the Legal Framework Educational Establishments, regulating its constitution, powers, functioning and competence of its organs and also the exercise of State control.
The objective of this legislation is essentially a scientific training and knowledge for performance of vital functions in the country, providing it with qualified staff, within a decentralized autonomous.
It should be noted that higher education is aimed at high-level skills of the Timorese, the production and dissemination of knowledge, as well as the cultural, artistic, Technological and scientific their students within a framework of international standard.
The Council of Ministers also analyzed:
1. Decree-Law that approves the Career Special Health Professionals
This legislation creates the foundation for sustainable and integrated framework of health professionals in the special career and aims to ensure substantial improvements in availability, competence, responsiveness and productivity of the workforce obtained through fair compensation and internet.
This compensation will be based on principles: integration in the National Health (to get the balance between organizational needs and the establishment plan), the enhancement of health professionals (the knowledge acquired and the commitment, for better implementation of human resources available and the actual pursuit of public interest in the field health), the stimulus to professional development and rationalization of the structure of positions and career.
The main objective is to for the sector is the services provided by
an attractive system for retaining and motivating staff with high potential and skills.

O Conselho de Ministros reuniu-se esta Quarta-feira, dia 17 de Março de 2010, na Sala de Reuniões do Conselho de Ministros, no Palácio do Governo, em Díli, e aprovou:
1. Apresentação do Portal do Governo
Este web site, sobre o Governo de Timor-Leste, irá prestar uma melhor informação sobre as actividades do Governo, com mais transparência, contribuindo, assim, para uma melhor cidadania, ao nível nacional, e uma melhor informação sobre o País, perante o mundo.
O Portal do Governo disponibiliza, igualmente, informação sobre a história recente do País, da sua política, legislação, actividades desenvolvidas e agendadas, membros do actual e anteriores governos, entre muita outra informação que visa melhor esclarecer, de forma credível e transparente, a opinião pública.
O Portal do Governo de Timor-Leste irá ser lançado ao público no próximo dia 30 de Março.
2. Decreto-Lei sobre o Regime Jurídico dos Estabelecimentos de Ensino Superior
O Conselho de Ministros aprovou o decreto-lei que vem estabelecer o Regime Jurídico dos Estabelecimentos de Ensino Superior, regulando a sua constituição, atribuições, o funcionamento e competência dos seus órgãos e, também, o exercício da tutela do Estado.
O objectivo deste diploma é, essencialmente, a preparação científica e do conhecimento para o desempenho de funções vitais do País, dotando-o de quadros habilitados, num quadro descentralizado e autónomo.
Importa referir que o ensino superior tem como objectivo a qualificação de alto nível dos timorenses, a produção e difusão do conhecimento, bem como a formação cultural, artística, tecnológica e científica dos seus estudantes, num quadro de referência internacional.
O Conselho de Ministros analisou, ainda:
1. Decreto-Lei que Aprova a Carreira Especial dos Profissionais de Saúde
Este diploma cria as bases para o enquadramento integrado e sustentável dos profissionais de saúde no regime especial de carreira e visa a garantia de melhorias substanciais na disponibilidade, competência, receptividade e produtividade da força de trabalho obtida através de compensação financeira justa e segura.
Esta compensação financeira terá como princípios base: a integração no Serviço Nacional de Saúde (de modo a obter o equilíbrio entre as necessidades organizacionais e o quadro de efectivos); a valorização do Profissional de Saúde (pelo conhecimento adquirido e pelo empenho, visando a melhor aplicação dos recursos humanos disponíveis e a prossecução efectiva do interesse público no domínio da saúde); o estímulo ao desenvolvimento profissional; e a racionalização de estrutura de cargos e carreira.
O principal objectivo que se pretende para o sector é a manutenção dos serviços prestados através de um sistema atractivo de retenção e motivação de quadros de elevado potencial e qualificação.
