JOB DESCRIPTION:

         The National Research and Monitoring Officer of the Democratic Governance Support Unit, will work as part of an international and national team undertaking work on monitoring and evaluating capacity development of public administration of Timor Leste: will review the existing M&E framework for institutional capacity building, and will advise on a clear principle regarding the procedures for recruitment and extension of international civilian advisors; follow up on the use of a rigorous performance evaluation system that ensures a quality management of advisory services based on substantive and technical criteria, in close coordination with the Government of Timor Leste as well as UN agencies, funds, and programmes, and other development partners; work in close coordination with the Government and other stakeholders In leading the development partners to continuously improve the respective performance benchmarks and adopt a newly developed Timorese M&E approach; monitor and evaluate the  achievements of and analyse the lessons learned from institutional capacity building activities in accordance with the National Development Plan, monitor and report on the conduct and functioning of the electoral system and make recommendations on actions to be taken to ensure effective operation of a democratic process; support the State institutions, as appropriate, and provide technical advice and recommendations on actions to be taken in order to fill in the remaining capacity building gap; brief representatives and provide, as appropriate suggestions and recommendations; operate and maintain automated system for monitoring and evaluation; assist civilian advisers as well as counterparts and counterpart supervisors on effective use of the system, and provide them with information for preparation of Monthly Institutional Capacity Development Progress Report and ‘Quarterly Institutional Capacity Development Progress Report’; prepare and publish a monthly report on the ongoing activities and developments in the public service sector; supervise the work of National Professional Officers, in collaboration with international civilian officers and the Head of the Democratic Governance Support Unit; perform other related duties as required.

QUALIFICATIONS AND REQUIREMENTS:
Education: University degree in Law, political science, business/public administration, accounting/auditing, Information Technology/Information Systems, Engineering or Management is required. Work Experience: Minimum 4 years of relevant work experience, preferably in database management and/or in the governance or justice sector; experience in working as a team; experience in undertaking analysis of complex material. Excellent  research skills. Language: Fluency in English and Tetum is required, Portuguese and Bahasa Indonesia is desirable.
