Reunião do Conselho de Ministros de 13 de Dezembro de 2008

O Conselho de Ministros reuniu-se extraordinariamente este Sábado, 13 de Dezembro de 2008, na Sala de Reuniões do Conselho de Ministros, no Palácio do Governo, em Díli, e aprovou:

1. Resolução que aprova a Comissão de Promoções da PNTL

O presente diploma aprova o estabelecimento de uma Comissão de Promoções da Polícia Nacional de Timor-Leste (PNTL), compreendida por sete membros, dos quais cinco serão membros da comunidade internacional e dois da comunidade timorense.

Ainda de acordo com o diploma aprovado pelo Concelho de Ministros na sua reunião de hoje, o Governo vai convidar os Governos de Portugal, Malásia, Tailândia, Nova Zelândia e Austrália a integrarem um oficial superior de polícia qualificado e experiente na referida comissão, que funcionará apenas durante o perído de transição previsto no diploma legal relativo ao Regime de Promoções.

O presente diploma, que Conselho de Ministros aprovou na sua reunião de hoje, define a estrutura orgânica da Polícia Nacional de Timor-Leste (PNTL).

3. Decreto-Lei que aprova o Regime de Promoções da PNTL

O presente diploma, aprovado pelo Conselho de Ministros na sua reunião de hoje, estabelece o regime da carreira e promoções da Polícia Nacional de Timor-Leste (PNTL), com base na sua aptidão, atitude, empenho, desempenho e conduta profissional.

A selecção para promoção faz-se independentemente da ascendência, sexo, raça, território de origem, convicções políticas, religiosas ou ideológicas, situação económica ou condição social.

4. Decreto-Lei que aprova o Regime Salarial da PNTL

O presente diploma, que o Conselho de Ministros aprovou na sua reunião de hoje, estabelece as regras sobre o regime salarial do pessoal com funções policiais da Polícia Nacional de Timor-Leste e a estrutura das remunerações base dos postos que integram as carreiras de oficial de polícia.

5. Decreto-Lei que aprova o Regime Salarial da F-FDTL

O presente diploma, que o Conselho de Ministros aprovou na sua reunião, estabelece o regime remuneratório aplicável aos militares das Falintil-FDTL em serviço efectivo.

6. Decreto-Lei que aprova o Regime de Atribuição de Bolsas de Estudo aos funcionários públicos

A atribuição de bolsas de estudo aos funcionários públicos é uma das respostas a um dos principais problemas da Função Pública: a carência de profissionais especializados nas áreas de interesse do Estado.

O Governo quer avançar na construção de uma Administração Pública qualificada, mediante a adopção de uma política de capacitação de recursos humanos, visando dotar os profissionais da Função Pública com qualificação apropriada.

O presente diploma, que o Conselho de Ministros aprovou na sua reunião de hoje, define as condições de atribuição e o regime aplicável à concessão de bolsas de estudo para obtenção de diploma, licenciatura e mestrado no ensino superior no estrangeiro, concedidas a funcionários públicos pelo Estado.

7. Resolução que aprova para ratificação a Adesão à Convenção da União Internacional das Telecomunicações (UIT)

Considerando a importância do papel do sector das telecomunicações no desenvolvimento económico e social do país e a necessidade de desenvolvimento harmonioso das infraestruturas e serviços de telecomunicações e de tecnologias de informação, bem como a formação de recursos humanos, o Conselho de Ministros aprovou uma Proposta de Adesão à Convenção da União Internacional das Telecomunicações, que será enviada para ratificação ao Parlamento Nacional.
