Meeting of the Council of Ministers 3 December 2008
The Council of Ministers met this Wednesday, 3rd December 2008, in the Council of Ministers Meeting Room, Government Building in Dili, where it approved:
1. Decree-Law that Approves the Scholarship Regime for the progeny of the Fighters and Martyrs of the National Liberation.
This diploma, approved by the Council of Ministers in today's meeting, defines the scholarship regime of the progeny of the Fighters and Martyrs of the National Liberation. It should be noted that the Government's Programme plans to have a “progressive implementation of the remaining rights of the Fighters of the National Liberation”.
2. Decree-law that approves the Subsidies to the Professionals in Justice and UNTL
The diploma approved by the Council of Ministers in today's meeting, introduces the attribution of a remuneration subsidy for the judges, prosecutors, public defenders and to the rector, vice-rector, dean, vice-dean and the head of department in the Universidade Nacional Timor Lorosae, and the subsidy for management positions
3. Decree-Law that Approves the payment of an extra month of salary
In a urgent measure inserted with the governmental goal of socially improving the lives of the Civil Servants, the Government decrees through this diploma, the payment of an extra month of salary.

4. The Decree-Law that Approves the Civil Service Capacity Building Regime
This Diploma was analysed and discussed by the Council of Ministers in today's meeting. It aims to approve the Civil Service Capacity Building Regime. The ministers considered that the subject should be studied in more depth and the presented document to be improved upon, hence its approval has been deferred for the next meeting.
Human resources capacity building is one of the IV Constitutional Government priorities. This diploma is part of the reformation measures for the Public Administration that are enshrined in the Government's Programme, with the aim to ensure that the civil service has a more professional and effective performance.

O Conselho de Ministros reuniu-se esta Quarta-feira, 03 de Dezembro de 2008, na Sala de Reuniões do Conselho de Ministros, no Palácio do Governo, em Díli, e aprovou:
1. Decreto-Lei que Aprova o Regime de Atribuição de Bolsas de Estudo aos Filhos dos Combatentes e Mártires da Libertação Nacional
O presente diploma, que o Conselho de Ministros aprovou na sua reunião de hoje, define o regime de atribuição de bolsas de estudo aos filhos dos Combatentes e Mártires da Libertação Nacional. Recorde-se que o Programa do Governo prevê a implementação “progressiva dos restantes direitos dos Combatentes da Libertação Nacional”.
2. Decreto-Lei que Aprova os Subsídios aos Profissionais da Justiça e da UNTL
O presente diploma, que o Conselho de Ministros aprovou na sua reunião de hoje, introduz a atribuição do subsídio remuneratório aos juízes, procuradores e defensores públicos e ao reitor, vice-reitor, decano, vice-decano e chefe de departamento da Universidade Nacional Timor Lorosae, e o subsídio de cargo de direcção e chefia.
3. Decreto-Lei que Aprova o Pagamento Extraordinário de um mês de salário
Numa medida urgente inserida no objectivo governamental de melhoramento e recuperação social dos trabalhadores do Estado, o Governo decreta, através do presente diploma, o pagamento extraordinário de um mês de salário.

4. Decreto-Lei que Aprova o Regime de Capacitação dos Recursos Humanos da Função Pública
O presente diploma, que o Conselho de Ministros analisou e discutiu na sua reunião de hoje, visa a aprovação do Regime de Capacitação dos Recursos Humanos da Função Pública. O plenário entendeu que o documento necessita de ser aprofundado, ficando decidido que voltará a ser apresentado em próxima reunião para aprovação.
A capacitação dos recursos humanos da função pública é uma das prioridades do IV Governo Constitucional. O diploma hoje analisado pelo Conselho de Ministros faz parte das acções reformadoras da Administração Pública previstas no Programa do Governo e tem por objectivo garantir à função pública uma actuação mais profissional e eficiente.
